Constitutionally, every state in the United States of America is required to have a house of representatives and each of them comprises one hundred and fifty members who are elected by the state members and they all serve a two-year term. The member of the house of representatives must be a US citizen, must be 21 or above in terms of age, must be a voter who has been registered in the state, must have lived in the state for a period not less than two years after before being elected and also before being elected in the district he or she is being voted from he or she must be a resident for a period exceeding at least one year. After they are elected and sworn in, the Regular Session begins which happen for about 5 months every year and all the elected members elect one member of the House who will be the state’s speaker of the house of representatives. The speaker of the house of representatives is chosen to serve as the presiding officer of the House each time a new Regular session commenced and is chosen through casting a ballot by the other elected members of the House. The speaker of the house of representatives will maintain order during the debate sessions by recognizing those that wish to speak and give a ruling on the procedural matters. As stated in the constitution, the speaker of the house of representatives will have to sign the bills and petitions which have been passed by the legislature. A speaker can also vote in the House on any matter because he or she is a member of the house of representatives.
If there are meetings scheduled between the members of the house of representatives, the Speaker will conduct and chair these meetings. For all the Rules of the House, the Speaker enforces them accordingly. If a seat in the House of Representatives is vacant due to some reason, the Speaker will declare it a vacant seat.
The appointments of a Parliamentary committee members are done by the Speaker.
